Based on an incident that took place in the USSR in 1946, this film tells the story of a young Soviet officer who visits a Komi reindeer herding encampment to inform the people about what to do if they encounter escapees from a nearby Gulag concentration camp. His instructions are followed to the letter—with tragic results for the Komi.
